When learning web development should you listen to people that says not to learn PHP at all?

No. The answer is short and clearly no, at least for now. First at all, PHP is still very much used in the world and even you may use it for your job projects or your own projects just because it's a good tool. CMS's like Joomla or Wordpress are currently done in it.

Second, even you may not used it on your daily projects you may learn a few things in programming field knowing programming PHP.

Third, even you use it a lot in this period you can always drop it if it doesn't fit your needs. You can replace it with other programming language that fits your needs and your programming taste. That will probably need a lot of work if you'll need to replace all the currenty used code with what you need but you can replace it.

So keep programming if you like it as much as I do.
