Do software developers need to be involved in website development?

In some degrees yes, we do need to be involved in website development. If you just want to design a website writing HTML code with some CSS to make it look nice we don't need to be around. It will present some information about what you want to show to people but that's all. It won't interavt with the visitor, they won't be able to add coments or to send you messages only if you make your email or your phone number public.

If you want to make your website interact with your visitors, if you want to add a forum where they can log in and talk after they are adding comments and sending messages using the contact form you may need programming languages like php and javascript in order the visitors / users can do that. CMSs like Joomla and Wordpress help you in doing that and there are software developers that develop them. You don't need to do anything, you or web designer only need to install it and design how it looks in the public section. You'll have an administrator section where you can write and post articles like this one, but if you want to extend your website yoiu'll need modules for that. Some of them can be on the market, you can only download, install and configure them and that's it. You may purchase them first, but that's optional. If there is no existing module or extension you will need to hire a web (software) developer to develop it or them.
